who is this playmobil or lego man with hat!?

i have no idea who or what he is from!
 i found him 15 years or so ago on a walk.
he looks a bit like lego crossed with playmobil but chunkyer.
hes got a yellow hat, orange hair, red scarf, blue top and green legs with white arms!?

the only markings i can find on him are m.toys and (c) uk

can you take another picture of him next to a ruler? he looks a lot bigger than a regular lego man. is he a duplo?

I cannot upload a photo right now
but he is 6cm tall and 2cm wide.
He is defently bigger than Lego, but my little brother (14yrs ago) had some duplo and the figure looks different. Maybe early duplo!? Does seem to be closer to that than Lego

I don't know what it is, but it's certainly not Lego, Duplo or Playmobil. My guess would be a Lego fakie.
